The first African-American Secretary of State, Powell, was a central figure in U.S. foreign policy dating back to his time as Chairman of the Joint Chiefs from 1989-1993. During this time, he oversaw planning for the invasion of Panama in 1989 and operations Desert Shield and Desert Storm.
In 2001, Powell was appointed Secretary of State by then-President George W. Bush. He served in that position until his resignation and returned to private life in 2004.
